Landscape Planning

Local governments are typically one of the largest land owners in their local government area. The land holdings consist of urban and rural parks of all sizes from pocket parks of a few hundred square metres to regional destination parks of many hectares.

The land holdings consist of urban and rural parks of all sizes from pocket parks of a few hundred square metres to regional destination parks of many hectares. These parks commonly provide opportunities for children's play, formal and informal sport, picnics, walking, cycling, walking the dog, picnics, family reunions, festivals and carnivals to name a few of the popular activities. Some parks may also provide use for off road vehicles and horses while others are maintained purely for the benefit of nature or to protect cultural heritage features.

These networks of parks are collected over time through planning decisions, special purchases (particularly for heritage or conservation values), bequests and gifts. This land represents a huge unrealised value to the council or government department and is responsible for a significant portion of the total operations and maintenance budget. Typically parks and open space will consume one third of a council's operations and maintenance budget.

This makes it so important that the network of open space is well planned and contributes effectively to community well-being. To be effective parks and open space should be developed and more importantly managed to achieve specified goals and outcomes. Too many parks and open spaces are managed in the same way they were in the 1950s and 60s, despite significant changes in the ages and lifestyle of the users. Savage Consulting can work with you to unleash the potential in your park networks to better satisfy community needs through planning and the engagement of users and support groups.

One aspect of landscape planning too often undervalued is the significant contribution planning schemes make in setting Levels of Service and consequently locking councils in to maintenance and management regimes long into the future. Savage consulting can assist in setting the parks and open space codes and policies in your planning scheme and acting as an expert witness where disputes arise in the interpretation of the policy statements.

Our love of parks begins very early in life and by the time we go to school most of us will have identified a special park that will be the focus of our pleas to mum, dad and the grandparents to take us there week after week.

Protected Areas Management

Australia has a proud history as being early adopters of the principles, which resulted in land at Yosemite Valley and the Mariposa Grove of Sequoias in California being set-aside for all time in 1864 for public use and recreation. The first Australian National Park was the Royal National Park (an hour drive south of the Sydney CBD), which was declared in 1879.

Since those early days the management and acquisition of protected areas such as national parks has matured to include nature conservation and cultural heritage values.

With twelve years experience as the Principal Landscape Architect for the Queensland Parks and Wildlife Service, Savage Consulting director Peter Savage is well placed to add value to your visitor infrastructure projects within protected areas. Whether it's a project to build a day use area, lookout, camping ground, staff infrastructure or a walking track, Peter has designed them in many different landscape settings from desert to rainforest.

Peter has had a particular interest in the design and construction of walking tracks, having witnessed the ease with which nature destroyed many poorly constructed walking tracks in southeast Queensland during the 1980s. This resulted in the rediscovery and refinement of the original laws of walking track design espoused by Forest Ranger Jack Gresty. These principles were adopted by QPWS and were the core elements of regular walking track schools run for the benefit of the staff of national parks, forestry, local government and Indigenous organisations.

Peter was elected by his peers, in the protected areas managers community, to chair the Australian Standards Committee which wrote the two Australian Standards pertaining to walking track classification and infrastructure design.

Project Management

In many cases more will be spent on maintaining the asset in the first 10 years of its life than was spent on its procurement, design and construction. It is particularly important in a government setting that the procurement process leads to solid design outcomes and the ability to maintain the infrastructure in an effective and efficient manner.

Strategic Asset management

Savage Consulting Pty Ltd is a Queensland based consultancy that provides professional services across the nation in the fields of landscape architecture, open space planning and design, protected areas management, strategic asset management and project management. It was established in September 2010 by Peter Savage, an experienced landscape architect, planner and manager.

Strategic Asset Management theory and practice is about improving our long term sustainability. It provides the tools to select the most appropriate assets for an organisation's service delivery needs and manage them throughout the lifecycle at the lowest cost for effective service delivery.

While many councils and large organisations may have written an asset management plan, the stark reality is that there is a lack of experience in most organisations which prevents them implementing it effectively. The return on investment is never truly realised and in some cases the value is completely lost.

An asset management plan is not about compliance and ticking a box on someone else's to-do-list. An asset management plan has the power to increase productivity and identify where money is being spent with little effect. In working to a plan you can develop a culture of continuous improvement and position your organisation to compete more strongly for scarce resources in a competitive work environment.
